The new estates on the edges of town are where much of the buying happens, and land there is often sold ahead of title. Off-the-plan and land-only contracts carry sunset dates, building envelopes, developer covenants and design guidelines that stay with the block long after settlement, and the settlement date itself depends on when the plan registers.
